Appeals Policy

Fenrir Parking Management Ltd ("the Operator") is committed to operating a fair and transparent appeals process in accordance with the Independent Parking Committee (IPC) Code of Practice.

1. Your Right to Appeal

You have the right to appeal a Parking Charge Notice (PCN) if you believe it was issued incorrectly. Appeals should be made as soon as possible and within the timescales specified on your PCN.

2. Appeal Process

All appeals must be submitted by:

  • Post to the address shown above

We do not accept appeals through web forms. Each appeal will be reviewed by a member of staff who was not involved in the original decision to issue the PCN.

3. Evidence and Information

When submitting your appeal, please include:

  • Your PCN number
  • Vehicle registration mark
  • Date and time of the alleged contravention
  • Clear explanation of the grounds for your appeal
  • Any supporting evidence (photographs, receipts, permits, etc.)

4. Response Times

We aim to respond to all appeals within 14 working days of receipt. If your appeal requires additional investigation, we will notify you of any delays.

5. Appeal Outcomes

Following our review, we will:

  • Cancel the PCN if your appeal is successful
  • Reject the appeal and provide clear reasons if unsuccessful
  • Request additional information if needed to reach a decision

6. Independent Appeal

If your appeal is rejected and you remain dissatisfied, you have the right to appeal to an independent Alternative Dispute Resolution (ADR) service. We are members of the Independent Parking Committee (IPC), and you may escalate your case to POPLA (Parking on Private Land Appeals).

Details of how to appeal to POPLA will be provided in our rejection letter. There is no charge for using POPLA.

7. Payment During Appeal

You are not required to pay the PCN while your appeal is being considered. However, if your appeal is rejected, the full charge will become payable and any early payment discount period may have expired.
